John Chigos
PlateSmart

The terrorist attacks of September 11, 2001, gave John a new outlet for his lifelong interest in technology. Although always interested in current events, he became more keenly aware of the dangers that crime and terrorism presented to the public and to law enforcement personnel in the wake of 9/11. He began to research how technology could be used to provide an extra measure of protection against these dangers, particularly for police officers who laid their lives on the line daily. He discovered Automatic License Plate Recognition (ALPR), a technology long used in Europe as a law enforcement and counter-terrorism measure, but which had not gained a foothold on this continent. The reasons for this were twofold: (1) the European technology was unable to read North American plates consistently; and (2) ALPR units were extremely expensive due to their need for specially engineered cameras and dedicated processing hardware. John realized that ALPR technology could become one of the most important in Amercian law enforcement, but in order for that to happen ALPR technology needed to be affordable and compatible with the equipment police departments were already using. Just as importantly, it had to be able to read North American plates, which came in thousands of colors and varieties unlike their European counterparts, and also distinguish the state jurisdiction of those plates. John set about gathering a team of software developers, statisticians, and former law enforcement personnel to create this revolutionary software-only solution for ALPR and founded Cyclops Technologies, Inc., later renamed PlateSmart Technologies. Under JohnÕs guidance as Chief Executive Officer, PlateSmart succeeded in creating the first software-only solution for ALPR, and the only one capable of reading North American plates with the high rates of accuracy demanded by law enforcement and distinguishing state jurisdictions. The software was first deployed in 2012 at the Republican National Convention in Tampa, Florida and has steadily grown in popularity among law enforcement agencies ever since. The Company has gone on to develop new products for the private security and business sectors, using the basic PlateSmart technology as its foundation. The Company’s flagship software, ARES, has received awards for excellence two years in a row. ARES is a revolutionary product that employs state-of-the-art Artificial Intelligence (AI) and machine learning with fixed-location cameras to recognize vehicles using multiple identifiers in addition to the license plate. ARES combines this groundbreaking capability with a comprehensive video analytics feature set for both physical security and business intelligence needs. With ARES, PlateSmart is on the vanguard of the evolution of ALPR into the new technology of Vehicle Recognition. John continues to serve as CEO and is regarded as one of the foremost experts and thought leaders in the industry.
