As the nation debates recent incidents of alleged police misconduct in Baltimore and across the country, one proposed solution is offered repeatedly: equip officers with body-worn cameras. In an important step toward this goal, the Department of Justice announced in early May that the first $20 million of the proposed $75 million in federal funding will be made available through a body-worn camera pilot program. The program will match state funding for 50,000 cameras nationwide.

Body cameras aren’t new, but since the spate of violent encounters between police and unarmed citizens — Michael Brown, Chris Lollie, Eric Garner, Marlene Pinnock and others — they’ve been at the center of our debate about how to reduce these types of incidents. The Department of Homeland Security has scaled back the scope of contractor requirements for what would have been a nationwide license plate-scanning effort, amid continued uproar over the on-again-off-again project. The new system, announced last month, will compile license plate records from “at least 25 states” instead of all states, DHS Immigration and Customs Enforcement officials said in a May 1 modification of the contract requirements.
