Hartford Police Expand Camera Network To Boost Real-Time Crime Center Results

Axis Communications partnership strengthens Hartford’s ability to solve crimes and improve citywide safety.

The Hartford Police Department’s Capital City Command Center (C4), a modern Real-Time Crime Center (RTCC) focused on real-time investigations and improving case solvability, is expanding its partnership with Axis Communications. HPD will deploy cameras at 50 new intersections, increasing coverage across key locations and enhancing the department’s ability to convert live video into actionable intelligence.

Expanding Coverage To Meet Evolving Public Safety Demands

Like many U.S. police departments, the Hartford Police Department is adapting to changing public safety priorities. C4 acts as a force multiplier, unifying advanced public safety technologies under one command center to help officers work efficiently across a city of 125,000 residents.

Since 2015, with support from Axis, HPD has installed nearly 1,300 cameras. These systems have significantly improved situational awareness, accelerated investigations, and enhanced the solvability of major crimes.

“We deploy cameras based on the unique needs of our many different communities,” said Sgt. Chris Mastroianni, supervisor in the Hartford Police Department’s intelligence division and head of C4.

“Axis understands the challenges we face, including integrating effectively with our existing infrastructure. Their commitment to building solutions tailored to modern policing is central to our partnership’s success.”

Technology Enhancing Safety, From Illegal Dumping To Gun Violence

The new cameras will increase HPD’s ability to address public safety challenges, including illegal dumping, gun violence, and incidents that affect quality of life. In early 2025, LPR-enabled cameras helped the city investigate illegal dumping, resulting in substantial savings through restitution and reduced cleanup costs.

The technology has also contributed to remarkable results in violent crime reduction. In 2024, Hartford recorded its lowest number of gunshot victims in more than 25 years. The expanded camera network will help HPD continue turning digital intelligence into real-world safety improvements.

Integrated Technologies Strengthening Hartford’s Public Safety Strategy

The deployment includes PTZ cameras, fixed and panoramic sensors, LPR systems, network speakers, and strobes—creating a comprehensive network that supports:

Video Analytics

Trained officers monitor live activity and use analytics to support real-time alerts. The system can automatically flag vehicles of interest, improving situational awareness and response.

Audio Solutions

Network speakers, PA systems, and strobes project remote police presence and help deter crime, especially in public spaces after dark.

Radar Technology

Radar sensors distinguish between humans and wildlife at locations such as city pools and impound lots. This increases after-hours security without additional staffing.

These tools have played a key role in measurable improvements. HPD’s homicide case solvability rate now exceeds 70%. A peer-reviewed 2024 study, Creating Solvability with Real-Time Crime Centers (RTCCs), found that cases with video evidence were 442% more likely to be solved than those without.

A Model For Real-Time Policing

“The Hartford Police Department is redefining what’s possible with real-time crime centers,” said Dean Cunningham, segment development manager for public safety at Axis.

“We’re proud to support HPD as it strengthens both real-time response and post-incident investigations. This expansion is a testament to Hartford’s forward-looking strategy and our shared commitment to building safer, smarter cities.”

The new deployment is expected to be completed by Spring 2026. HPD plans to continue expanding analytics as a key differentiator for its RTCC, offering a model for other U.S. cities considering similar initiatives.
