‘Predictive Policing’ Isn’t In Science Fiction, It’s In Sacramento

Sacramento —like New York, Houston, Miami, St. Louis, and other cities before it— is looking at the next step: the launch in October of a ?real-time crime center,? a central location from which officers could monitor all their existing surveillance technologies, PODs included. The idea is that consolidating information about criminal activity —from stalking complaints to potential lone wolf terrorist attacks— would make law enforcement more effective at investigating and perhaps preventing some incidents. The process would also promote accountability and transparency at a time of rising tension between police and the black community, providing evidence of both police and suspect behavior during tense encounters, proponents say.

ACLU Urges More Public Debate on Surveillance Technologies

The ACLU recently released a report regarding how security and surveillance cameras and recordings are beginning to erode at civil liberties. The American Civil Liberties Union of Southern California recently launched a statewide campaign to ensure that public debate, oversight, and accountability precede the acquisition of surveillance technologies by law enforcement agencies. Counties and cities across California have spent in excess of $60 million on invasive surveillance technology, and only five of 90 communities studied held a public debate each time they introduced a new element, according to the ACLU report released Nov. 12.

Expert: Prosecution of Accused Indio CA Officers a Rare Act

The case of two Indio, CA., police officers accused of misconduct in the line of duty will be a rare example of law enforcement officials facing prosecution, a court expert said. Unless there is surveillance footage, which alone doesn’t guarantee a conviction, police officers rarely go to trial for alleged crimes committed in the line of duty, said Olu Orange, director of the University of Southern California’s Dornsife Trial Advocacy Program, which educates students on the U.S. legal systems.

PG&E Substation in San Jose That Suffered a Sniper Attack Has a New Security Breach

The same PG&E electricity substation hit by gunfire in 2013 has endured a fresh security breach, despite a wide-ranging upgrade of the facility’s security systems, the utility reported Wednesday. Unknown individuals stole construction materials from the Metcalf substation in San Jose early Wednesday morning, PG&E said. The Santa Clara County Sheriff’s Office and the utility are investigating the incident.

CaughtOnCamera: This Couple Has No Idea They’re Standing Next To A Black Bear

PASADENA, Calif. — Dry weather and high temperatures likely combined to draw out a California black bear from the Angeles National Forest this week and in one case onto the front porch of a Pasadena home, according to wildlife experts. “It must be so dry up there and it’s hot and now he’s looking for something to eat,” said Ricky Whitman, a spokeswoman for the Pasadena Humane Society & SPCA. “Closer to where there’s garbage and where the people are is something that would lure them down.” The drought affecting Southern California has dried up the vegetation that the bears would normally feast on, said Whitman. A bear wandered Thursday afternoon for a couple of hours between homes near the Eaton Canyon Park Golf Course close to Old House Road and Sierra Madre Villa Avenue. Police and California Department of Fish and Wildlife wardens were on scene, according to reports. Janice Mackey a spokeswoman for the California Department of Fish and Wildlife, said the bear made it back into the forest unassisted. A Scottish couple visiting family in Pasadena had a close encounter Tuesday with a California black bear, which was captured on security cameras installed outside the home. The footage showed the couple coming out of the home without noticing the bear, which was lurking a few feet away on the front porch. Bomb-Sniffing Dogs, Video Surveillance Part Of 2014 Rose Parade Security Plan

2013_rose_parade.jpg PASADENA, Calif. – Police plan to use bomb-sniffing dogs and wide-ranging video surveillance as part of a Rose Parade security plan developed after the Boston Marathon bombings that killed three and injured 260, it was reported Tuesday.     Police officials said the Pasadena Police Department has been working for months analyzing national tragedies like the Boston Marathon bombings. Additionally officers have negotiated with business owners for full-time access to private security cameras.     "All eyes will be on Pasadena that day," Police Chief Phillip Sanchez said in remarks reported by the Pasadena Star-News.     Sanchez urged the hundreds of thousands of expected spectators to be vigilant. "If one of the parade goers sees something suspicious, and what I mean by that is they walk up and put a bag down and they walk away from that bag, have the courage and the insight and the willingness to engage and call that to the attention of local law enforcement officers," he said.     Police Lt. Tracey Ibarra said the department has spent months working with businesses along the parade route to encourage them to tell their customers that if they "see something, say something."
