"The Public Works facility has 21 cameras that are used for security," said Public Works Director Ronnie Vaughn. The facility, located at 3579 East Street in Cahaba Heights, houses Mountain Brook’s Right of Way and Traffic Division, Heavy Construction Division, Fleet Management Division, and Forestry Division. For now, said Vaughn, the number of cameras that help keep the building safe are "adequate." "I see no need to increase the number," he said. Quieter areas, like the city’s parks, for example, currently lack security cameras. Shanda Williams, Parks/Recreation Superintendent , said the city currently does not have any cameras installed at the various parks. There are some, however, at the Parks and Recreation facility that she believes are "very useful." Hospitals are multimillion-dollar corporations that look like shopping malls and function like factories. Doctors knock on exam room doors to signal they are about to enter — not to ask permission. The curtain that encircles the hospital bed always lets in a crack of light. Yet we do expect some degree of privacy in hospitals. We trust doctors with our secrets in part because they take a 2,000-year-old Hippocratic oath to respect our privacy, an oath enforced by laws like the Health Insurance Portability and Accountability Act . But sometimes, doctors have to weigh patients’ privacy against their health and safety, and that’s when things get complicated. The use of video monitoring — covert or disclosed, of patients or providers — has proliferated as high-quality, inexpensive technology has become increasingly accessible. The possibilities range from watching elderly patients at risk of falling in their rooms to recording doctors and nurses at sinks to make sure they’re washing their hands. FREEPORT – Thirty-two gas stations and retail shops that sell tobacco have installed video cameras in an effort to help police reduce crime. The surveillance camera initiative is among several public safety initiatives rolled out last year by Mayor Jim Gitz’s administration. Aldermen discussed progress that’s been made and remaining goals to tackle in the year ahead at a Committee of the Whole meeting Monday. The public safety plan aims to reduce crime by creating safer neighborhoods, promoting personal accountability, developing stronger community relationships, creating safe housing, fostering interdepartmental cooperation in distribution of city resources and making sound, data-driven decisions. Aldermen raised the majority of their questions Monday about the safer neighborhoods goal, which involves tobacco licensing, street lights and pole cameras and a K-9 program. The Police Department has implemented a program for licensing of tobacco merchants in order to hold them accountable for maintenance and operation of security cameras in their stores. "The program that we’re implementing does two things: it gives us a licensing framework in which we can say, ‘Look, this isn’t working. You need to fix it,’ the same way we do with liquor," Gitz said. "The second thing it does is give us – finally – a tool that we also can utilize for the surveillance cameras. A Legal Victory For Drones Warrants A Fourth Amendment Discussion
A recent legal decision in North Dakota that used evidence against an American citizen using a drone – and gathered without a warrant – raises some interesting arguments about the Fourth Amendment in the 21 st century. Rodney Brossart was sentenced to three years in prison in January for a June 2011 incident involving police, a neighbor, and six cows. (In the end, he will serve three months in prison and three months at home. ) At some point, local police borrowed a drone used by the border patrol to take photographic evidence during a confrontation between Brossart, his family members and a police SWAT team. Brossart’s lawyer wanted the case thrown out because the drone surveillance was conducted without a warrant. The attorney, Bruce Quick, said in March 2012 that, “it’s bizarre to me they would be using military drones for that purpose. … I don’t think those things are intended to be used for that.” State prosecutor Douglas Manbeck countered the anti-drone argument, saying there is “no existing case law that bars their use in investigating crimes.” In July 2012, State District Judge Joel Medd allowed the drone evidence to stand, saying, “there was no improper use of an unmanned aerial vehicle.” Brossart and his sons threatened and fought officers at the scene, in an armed standoff that was witnessed by the drone as it was used to show live video to police. Rhea. “As we outlined in Plan NYCHA, all of these process improvements are a direct result of NYCHA’s commitment to making our developments safer and more secure for our residents and communities.” In 2009, NYCHA formed the Safety and Security Task Force, bringing together resident leaders, NYCHA management and the New York City Police Department, as well as other law enforcement stakeholders, to determine how best to utilize allocated funds, and find solutions to improve and strengthen NYCHA communities. The Task Force’s early findings suggested that NYCHA review and evaluate all new CCTV-related construction that had not yet been initiated. The effort led to a more comprehensive, standardized security model that would maximize the use of the City Council’s financial investment, while ensuring community support. Davis County Utah Upgrades Security Cameras
FARMINGTON — With high-definition security surveillance cameras, it is going to be much easier for Davis County to tell the good guys from the bad guys. Although county officials assure they will not be using the upgraded surveillance equipment to spy on others, but rather, to protect county properties from acts of vandalism and to prevent fraudulent claims being made against the county. The Davis County Commission this week approved a series of new contracts with Stanley Convergent Security Solutions in making certain county properties are protected with the best camera equipment available when it comes to surveillance. The contracts, marked confidential to avoid disclosing the exact placement of the cameras, totaled $38,000 in labor, installation and equipment, for four locations, County Director of Information Services Mark Langston said. The cameras will be installed at the Legacy Events Center in west Farmington, the County Memorial Courthouse in downtown Farmington, and at the two county-owned and operated golf courses, Davis Park in Kaysville and Valley View in Layton. “It’s not to spy,” Langston said. But the footage taken will serve as police evidence in the event a crime against the county does occur, he said.
