Central Bank of Nigeria Kicks Off $50M Biometric ATM Project

While one bank in China tests the waters of biometric authentication at the ATM , an entire nation in Africa is taking the plunge. On Feb. 14, the Central Bank of Nigeria rolled out the first phase of its $50 million plan to migrate to fingerprint ID across all of the country’s ATMs and POS devices.  At a launch ceremony in Lagos, CBN Governor Sanusi Lamido Sanusi said fingerprint ID will enable customers of all Nigerian banks to initiate cardless transactions at the POS or ATM. "Thanks to the latest biometric technology, this will give Nigeria one of the most convenient and secure financial systems in the world," Sanusi said. Dermalog Identification Systems of Hamburg, Germany, has been chosen as vendor for the project.  The company won an international tender for the project in autumn of 2013.  "Fraud is one of the biggest challenges in the Nigerian banking sector," said Günther Mull, CEO of Dermalog. "Thanks to secure and convenient fingerprint identification, in future it will no longer be possible to fake and misuse identities. This will solve one of the most pressing problems for the Central Bank of Nigeria." The system also will make life easier for bank customers, who will no longer have to remember PINs or passwords but will simply place their finger on the reader to authenticate their identity, the bank said.

Apparently, Humans Are Programmed To Obey Robots

In Kinsasha – capital of the Democratic Republic of Congo – two eight-foot-tall robots have been installed in order to direct traffic. As you can see above, the machines look more than a little absurd – like something straight out of a 1960s science fiction film. They aren’t exactly intelligent, either. They just tell cars where to go. And apparently, they do a better job of it than the human operators ever did – apparently, people just tend to listen to them more readily.  It may have something to do with the fact that each of the two robots is equipped with an array of security cameras to record ne’erdowells. They’re basically highly visible speed cameras. At this point, you’re probably scoffing a bit. After all, this has nothing to do with robotics, right? Those two machines are basically glorified, highly-visible speed cameras. Of course people behave around them! Why wouldn’t they?  Not only that, they’re something like eight feet tall. I don’t know about you, but if a machine that size directed me to do something, I’d more than likely comply – even if I did realize on some level that it was merely an inanimate object. Seattle considering $1.6 million facial recognition surveillance system In Seattle, Washington, the City Council will soon decide on whether or not they should approve an ordinance that green-lights a $1.6 million federal grant, a large chunk of which will be used to purchase sophisticated facial recognition software that supporters of the measure say would help stop crime. Those Department of Homeland Security dollars would let the Seattle police pay for software that digitally scans surveillance camera footage and then tries to match images of the individuals caught on tape with any one of the 350,000-or-so people who have been photographed previously by King County, Washington law enforcement. “An officer has to reasonably believe that a person has been involved in a crime or committed a crime” before they begin to use the program, Assistant Seattle Police Chief Carmen Best told KIRO-TV this week Once the facial recognition software is initiated, though, it scours a collection containing close to a half-a-million area residents — including many who may never have been convicted of a crime. That database, members of the local Seattle Privacy anti-surveillance collective say, is composed of more than just the mug shots of convicted criminals. Blank Hawaii License Plate Related Content (CNN) — Homeland security officials on Wednesday abruptly shelved a proposal to build a national database of license-plate scans after criticism from privacy advocates. The proposal, which had been posted online last week by the office of Immigration and Customs Enforcement, sought a contractor who could establish a searchable database of license plates, with the times and locations where they were spotted by traffic cameras and other sources. But in a statement late Wednesday, the department announced a reversal. “The solicitation, which was posted without the awareness of ICE leadership, has been canceled,” said spokeswoman Gillian Christensen. “While we continue to support a range of technologies to help meet our law enforcement mission, this solicitation will be reviewed to ensure the path forward appropriately meets our operational needs.” It was unclear whether the proposal was dead or was merely withdrawn for revisions. Here’s more from  Fox News Latino : The federal agency tasked with arresting and deporting undocumented immigrants, U.S. Immigration and Customs Enforcement, put out an official request last week for contractors to submit bids for commercial technology that would help the agency its law enforcement officers tap into the National License Plate Recognition Database, or NLPR. “The database should track vehicle license plate numbers that pass through cameras or are voluntarily entered into the system from a variety of sources (access control systems, asset recovery specialists, etc.) and uploaded to share with law enforcement," the request for proposals stated ."NLPR information will be used by DHS/ICE to assist in the location and arrest of absconders and criminal aliens.” The technology that ICE wants developed for the agency would allow agents to use smart phones to quickly snap a photo of a license plate and quickly determine the plate is on a "hot list" of "target vehicles." H.265 Compression Set To Make A Mark On IP Video Surveillance

H.265/HEVC could enable IP cameras with even larger megapixel counts The emergence last year of a new format for High Efficiency Video Coding (HEVC) is poised to have a huge impact on IP video surveillance cameras over the next few years. Among the benefits of the new H.265/HEVC coding format over the legacy H.264/MPEG-4 is a 40 percent or more bit rate reduction at the same visual quality. Therefore, a camera could provide either better visual quality than H.264 with existing network and storage requirements, or it could provide the same visual quality with 40 percent less network and storage needs. H.265/HEVC could enable IP cameras with even larger megapixel counts – 20 megapixel cameras, for example – to operate more efficiently without overwhelming network infrastructures. H.265/HEVC also brings improvements in noise levels, colour spaces and, most importantly for surveillance, an enhanced dynamic range. H.265 implementation inevitable but some years away Implementation of the new standard in most IP video cameras, however, is still years away.
