UK CCTV Commissioner Hosts Conference On Regulation
By Tom Reeve on October 31, 2013 Andrew Rennison, the Surveillance Camera Commissioner, addresses the audience at his first conference on the code of practice Around 120 delegates attended the Surveillance Camera Commissioner’s conference in London last week to hear about and discuss the latest developments around the commissioner’s new code of practice. The event was held at the Royal Society in central London and was opened by the commissioner Andrew Rennison who, after introducing the day’s speakers, called for delegates to help promote the Surveillance Camera Code of Practice to the CCTV industry. Borrowing a word from Lord Taylor of Holbeach, the Parliamentary Under Secretary of State for Criminal Information at the Home Office, Rennison asked people to go forth and “evangelise” the code. He said it was an approach that had worked during his six years as the Forensic Science Regulator, and it was on the back of this success that the Home Office had asked him to become the interim CCTV regulator (later to become the surveillance camera commissioner). Evangelising the code is necessary because, of course, the code is not mandatory and, as it only applies to systems owned by local authorities and the police, covers less than five per cent of CCTV systems in England and Wales. The City has already installed a number of high-tech surveillance cameras at the municipal center. Following the numerous break-ins that occurred throughout the summer, action was taken to put in place some preventive measures. Even John Thomas, the chief at North Augusta Public Safety, had his unmarked Tahoe broken into. “What really spurred the decision was the number of break-ins we experienced in the Greeneway parking lots, where folks would park out in the remote areas and go walk,” Rick Meyer, director of North Augusta Parks, Recreation and Leisure Services, said. “Also in front of the activity center and Riverview Park. It comes in cycles – we’ll go six months and not have any; then we’ll have a rash of them. These folks are pretty good; they can break into your car, we’ve timed it on video, in 10 seconds or less.” Meyer noted that although there are some existing cameras in place, they do not have the coverage and capability of the new ones. Home surveillance footage quickly leads to arrest After her Woburn, Massachusetts home was broken into for the second time in five years, Jacqueline Duffy had a security system with a video camera installed. She pointed the camera at the window that had been used on the previous break-in. To her surprise, when she came home on Friday night her security alarm was activated. She went to her monitor, played back the video and watched in horror as a man squeezed himself through the window beside her air conditioning unit. “Watching the footage brought out a flood of different emotions,” Duffy admits. “I was upset that someone would invade our home, relieved that the security system worked and thought it was a bit funny the way he squeezed in. I have no idea who the man is, nor do I want to ‘meet’ him again.” When the system alarm went off, the burglar was startled and ran from the home without taking anything. Duffy then called the police. The Woburn Police took a screenshot of the burglar and ran it through a statewide database. Lynn Police quickly recognized the man as Charles Derochemont, 35, of 1A MacArthur Circle, Peabody, Massachusetts. The city signed a five-year contract — with three, two-year extensions — that calls for Xerox State & Local Solutions, Inc. to be paid $1,819 per month to manage and maintain each of the city’s 384 red-light cameras. That’s just 42 percent of the $4,300 monthly fee that Chicago was paying Arizona-based Redflex Traffic Solutions, the company forced out by the bribery scandal. The more favorable terms are expected to save taxpayers $10 million a year over the life of the contract, City Hall said. Mayoral spokesman Bill McCaffrey said the dramatic drop in prices stems from the “different technology” used by the two companies. Redflex had “loop detectors mounted in the street.” Xerox is using less costly radar technology, McCaffrey said. Xerox spokesman Carl Langsenkamp had no immediate comment on the contract finalized Friday. CaughtOnCamera: Ex-Con Nabbed For Attempted Rape; Facial Recognition Used

An ex-con who just got out of prison in July was arrested Wednesday for the attempted rape and robbery of a 20-year-old NYU student in SoHo, authorities told the Daily News. Glenn Williams was nabbed after authorities used facial recognition technology, according to a report. He was taken into custody at 11th Ave. and W. 15th St. and later charged with attempted rape, robbery, sex abuse and asault. Williams was jailed in 2011 for criminal possession of a weapon, and received a two-to-four year sentence, officials said. He was conditionally released from Riverview Correctional Facility on July 8. RELATED: NYU STUDENT ROBBED, ALMOST RAPED: COPS Exactly three months later, the 28-year-old grabbed the woman and put her in a chokehold as she was walking along Thompson St. between Spring and Prince Sts. at about 1:15 a.m. on Oct. 8, cops said. Williams, who lives in Scarsdale, tried to rape her but she managed to break free, cops said. The sicko then fled with her bag, leaving the woman with facial injuries. Surveillance video obtained by cops shows the man believed to be the suspect walking into a building with a bag that looked like the woman’s. On Proliferating State And Local Surveillance Technologies
Over at Security States, I have this piece up , about the proliferation of city- and state-operated surveillance technologies—and the need to pair collection rules for these technologies with effective use and access rules. The piece begins: The New York Times reports today that “ Privacy Fears Grow as Cities Increase Surveillance .” The main theme is that municipal police and law enforcement agencies around the country are deploying new and more sophisticated data gathering and analysis technology, some of it bought with counter-terrorism funds, stoking privacy concerns among residents and watchdog groups. As with much of the early reporting of National Security Agency surveillance programs disclosed by Edward Snowden, the Times piece is heavy on what the systems collect and how they store and combine information. Only near the end of the piece, however, does it address accompanying rules and guidelines being developed to regulate such issues as who can access this information, for what purposes, under what supervision, and with what checks. Rapid technological development and lower price-tags for it are inevitable, and the most important question is whether regulation for how surveillance technology and data may be used can keep up. It is no surprise that local governments are deploying technologies like video surveillance systems, license plate readers, drones, networks of sensors, and systems for aggregating and analyzing the information streams they produce. Firetide, a Silicon Valley-based provider of wireless mesh networks, is one of the companies looking to meet that demand and has more than 10,000 customers in 40 countries around the world. Earlier this year, Firetide announced a change in its senior leadership naming John McCool as the company’s new president and CEO. Prior to joining Firetide, McCool, who has a background in electrical engineering, spent the past 17 years at Cisco. Oncam Grandeye 360-Degree Technology Chosen To Protect Ireland’s Shannon Airport
Oncam Grandeye, the global innovator in technology, security solutions and 360-degree surveillance cameras, has been awarded a contract for the Shannon Airport Authority. Glasgow-based Video Management Systems (VMS), which selected Oncam Grandeye’s technology, will be the local integrator on the project, and the cameras will be controlled and managed through Titan Vision, VMS’ IP CCTV video management and PSIM solution. Shannon Airport is located on the western-most part of Ireland and is considered to be the gateway between Europe and the Americas. It handles approximately 3 million people a year, and nearly 50,000 metric tons of freight gets transported through its cargo area. The facility is enormous, with 40 check-in desks, 5 baggage carousels and 14 boarding gates (including 6 air bridges). There are nearly 40 aircraft parking stands. The car-parks can hold more than 5,000 cars. John Francis, the security manager at Shannon Airport, faces myriad challenges, and he tackled the terminal first. 360-degree cameras have been placed at the boarding gates in the large, congested area used by low-cost airlines. The main reason for surveillance here is health and safety. “We’re looking for slips and trips,” says Francis.
