ONVIF Introduces New Observer Level Membership

ONVIF is adding a new membership level to its membership structure called the Observer level, which encompasses consultants, systems architects and engineers and members of the media. Avigilon Stock Price Target Raised to C$40.00

NIST Guide Aims To Ease Access Control

Advice on how to encourage information sharing while preserving control over access to data is provided in a new special publication from the National Institute of Standards and Technology. NIST Special Publication 800-162 is titled Guide to Attribute-Based Access Control Definition and Consideration . Attribute-based access control, or ABAC, is a logical access control methodology where authorization to perform a set of operations is determined by evaluating attributes associated with the subject, such as a user or employee; an object, such as specific computerized resource; and requested operations. The flexibility of the ABAC model allows the greatest breadth of subjects to access the greatest breadth of objects without specifying individual relationships between each subject and each object, according to the NIST guidance. "Access decisions can change between requests by simply changing attribute values, without the need to change the subject/object relationships defining underlying rule sets," says NIST Computer Scientist Vincent Hu, who co-wrote the guidance. "This provides a more dynamic access control management capability and limits long-term maintenance requirements of object protections." ONVIF On Access Control: Profile C

ONVIF , the US-based global standardization initiative for IP-based physical security products, announced the final release of Profile C, which covers physical access control. Through Profile C, instalers, specifiers and consultants can achieve interoperability between clients and devices of physical access control systems (PACS) and network-based CCTV. With this release, including the availability of the Profile C Test Tool, manufacturers are now able to introduce Profile C conformant products to the market. With Profile C, according to the standards body, compatibility between access control edge devices and clientsmeans installations simplified and training time diminished because of the reduced need for multiple proprietary monitoring systems to handle devices. Profile C conformant devices within the access system provide door and access point information related to basic door control such as locking and unlocking, when a door has been accessed and other door monitoring tasks. Ubiquiti Networks Settles Over U.S. Sanctions Violations

[Joel Schectman] Ubiquiti Networks Inc., a maker of wireless hardware and video surveillance equipment, agreed to pay a $504,225 penalty to settle apparent U.S. sanctions violations for allowing its hardware to be sold in Iran, according to a company filing. The case illustrates how small companies can run afoul of compliance rules as they seek to expand in new markets. Ubiquiti “demonstrated reckless disregard for U.S. sanction” law, and allowed its wireless equipment to be exported into Iran through distributors located in the United Arab Emirates and Greece, according to a release from the U.S. Office of Foreign Assets Control. The firm had no compliance program at the time, according to the release. And even after Ubiquiti learned that the transactions broke U.S. law, the company allowed them to continue for another year, until February 2011, OFAC said. The company said, in a filing released Thursday, that until early 2010 it didn’t prohibit its distributors from selling its products to Iran. After it learned of the potential violations, the company said that it failed to immediately “amend all its distribution agreements and to implement more robust compliance controls.” Ubiquiti first made the issue of possible violations public in 2011, as it prepared for its initial public offering. As part of its IPO prospectus, the company said it hadn’t been sufficiently familiar with export control laws because of its small size and the “inexperience of our management team in these matters,”  Reuters reported . Carlyle To Buy Tyco South Korea Security Unit For $1.93 Billion

March 3 (Bloomberg) — Carlyle Group LP agreed to buy Tyco International Ltd.’s fire and security business in South Korea for $1.93 billion, the country’s largest private-equity buyout deal in U.S. dollar value in more than five years. Tyco is selling Tyco Fire & Security Services Korea Co. and units that form the ADT Korea security business, the company said today. Switzerland-based Tyco said net cash proceeds are expected to be $1.85 billion, and the board added $1.75 billion to its stock buyback authority, for a total of $2 billion. “ADT Korea is a highly stable and profitable business with attractive market positioning, strong brand power and excellent cash flow profile,” Sanghyun Lee, managing director on the Asia buyout team for Washington-based Carlyle, said in a statement. Lee said South Korea’s security industry is “under- penetrated.” Carlyle’s purchase follows investments of more than $920 million of equity in 17 transactions in South Korea as of Dec. 31, 2013 and is also the largest private-equity buyout in the country since 2008, according to the company. Allegion debuted in December last year as a standalone, publicly-traded company following its spinoff from industrial goods manufacturer Ingersoll-Rand (IR). Under the spinoff transaction, approximately 96 million ordinary shares of Allegion were issued to Ingersoll-Rand shareholders. These holders received one ordinary share of Allegion for every three ordinary shares of IR held. Fractional shares that the IR shareholders would otherwise have been entitled to receive were aggregated and sold in the public market. Ireland-based Ingersoll-Rand had confirmed the spin off in December 2012, after a strategic review to improve shareholder and company value.
