Seneca Valley PA Schools Could Permit Audio Surveillance On Buses
Seneca Valley School District officials will soon be able to listen to pupils on their buses as well as watch them. School board members passed the first reading tonight of a policy that will permit audio recording on school buses. The district already has video surveillance equipment on all of its buses. District spokeswoman Linda Andreassi said they must vote on the policy three times before it can go into effect. She said they expect to start using the audio equipment on buses next school year. Jim Pearson, district transportation director, said the bus surveillance cameras are audio capable but the audio was shut off because state law did not permit audio recordings. Mr. Pearson said state law changed last month when the governor signed Senate Bill 57 allowing audio recordings on school vehicles for disciplinary or security purposes. The new law requires school districts to adopt a policy authorizing the use of audio equipment, to post warnings on buses that audio is being recorded and send parents written notices each year about the audio taping, Mr. Pearson said. He said there should be no additional costs to the district for the audio on the buses, but the district has two vans without any video or audio monitoring equipment. Biometrics uses physical characteristics that can be measured — fingerprints, irises, voices — to identify a person. At its most basic, even a photo ID badge is a biometric identifier. The example now causing a ruckus is in Pinellas County. Schools there use palm scanners to authorize withdrawals from pre-paid accounts, moving lunch lines faster and giving students more time to eat. That ruckus, however, so far has been stirred by legislators, not parents. State Sen. Dorothy Hukill, R-Port Orange, says she caught wind of the practice and grew alarmed. The future of biometric technology Biometric security such as fingerprint, face and voice recognition is set to hit the mainstream as global technology companies market the systems as convenient and easy to use, according to a prominent information security systems expert. ECU Adjunct Professor Steven Furnell says the use of biometrics is on the rise with the introduction of biometric technologies as standard in mainstream mobile phones. He says people are also more willing to submit their biometric data to personal devices such as mobiles and tablets than to desktops PCs and printers. Prof Furnell last month published an article in the journal Biometric Technology Today , which details new fingerprint recognition technology available on the home button of iPhones and Face Unlock for Android. He says both technologies can work very well—under the right conditions. "With the facial unlock, if you’re in a dark environment and the front-facing camera can’t pick up your facial image correctly then you can’t use the facial unlock to unlock the phone," Prof Furnell says. "With the fingerprint recognition, if it’s wet … then you’re not going to be able to get that phone to unlock particularly easily without drying everything off. "Similarly, if you’re wearing gloves, then again it won’t be able to detect your fingerprint and won’t unlock for you." Prof Furnell says both techniques also have security issues. I sat down with Cloudview founder James Wickes recently to find out why he thinks his solution will revolutionise the corporate security market. Jabbakam was developed in 2010 as a video management system to allow people to record CCTV surveillance video to an internet server and view the footage online. It also allows users to network IP cameras together and share the footage either privately or with a wider audience. The Jabbakam VMS works with its own brand cameras or a selected range of IP cameras from companies such as Y-Cam and Axis. Despite being designed primarily for the domestic market, Jabbakam attracted a great deal of interest from the corporate market, Wickes said. “On the basis of that, we developed Cloudview and changed the company name.” With Cloudview, the product is first and foremost an analogue camera solution. Using a Cloudview video network adapter (VNA), users can stream analogue cameras to the cloud storage system using automatic event triggers or manual activation.
