Englewood NJ Council To Take Up Issue Of Video Surveillance In Business District
ENGLEWOOD — A plan to place the city’s downtown business district under video surveillance will be discussed at the City Council meeting Tuesday night. If approved, Englewood would be the first municipality in Bergen County to have a police video surveillance system. North Bergen has had surveillance cameras in its commercial areas since 2009. Police Chief Arthur O’Keefe asked the council in September to install 40 cameras along Palisade Avenue to help solve crimes and prevent a variety of illegal activities. The cameras would be attached to utility poles at intersections from Engle Street to the war memorial monument. Police would monitor the cameras and keep the footage for 90 days. The system would cost $300,000, which O’Keefe has said would come from forfeiture funds provided by federal agencies and the Bergen County Prosecutor’s Office. The system would be modeled after one now used by New York City, O’Keefe said, and could expand in time to cover city parks, pools and other public areas. Palisade Avenue was chosen as the first place to install cameras because it draws 40,000 to 60,000 vehicles and countless people every day and attracts large crowds for parades and community events. The council is taking up the discussion as city merchants prepare for the holiday season, when shoppers flock to downtown to buy gifts and patronize local restaurants. (© FlaglerLive) Not to worry: the ominous-looking spy cameras that have just gone up on both side of U.S. 1 between Royal Palms Parkway and Whiteview Parkway in Palm Coast, are not speed cameras. They’re not even trained at most vehicles. They’re aimed at heavy trucks only, to catch overweight truckers trying to evade the weigh stations either on U.S. 1 or on I-95. The cameras on U.S. 1 went up last week. Another set will be built further north, by the northbound lanes of U.S. 1, opposite the weigh station, as part of the Florida Department of Transportation’s $1.2 million virtual weigh station system that’s been rigging up selected points around the county since last year. Similar cameras have been in place a year at the on-ramp of I-95 north and State Road 100, and at the off ramp from I-95 southbound, onto Palm Coast Parkway. How future cameras can be improved to further officer safety and effectiveness was among the topics discussed at a technology institute sponsored by the Office of Justice Programs’ National Institute of Justice (NIJ). Proponents of body-worn cameras say they protect officers from false accusations, reduce agency liability and citizen complaints, and provide evidence for use in court. Unlike vehicle-mounted cameras, the body-worn cameras travel with the officer when he steps away from the patrol car. They can be attached to a shirt pocket, helmet, glasses or badge, and can serve to augment in-car video systems or provide an option to the expensive in-car systems that some departments cannot afford. Capt. Wayne Hoss of the San Mateo Police Department says that while those arguments carry weight, the current technology has limitations. Why not go further and incorporate technology into body-worn cameras that could substantially increase officer safety? Hoss discussed the current state of body-worn cameras and a future vision for the technology at the NIJ 2013 Technology Institute for Law Enforcement. On 16 September 2013, Aaron Alexis conducted a mass shooting in Building 197 at the Washington Navy Yard. He was a lone shooter killed by police after killing 12 and injuring 8. There were former instances of misconduct and mental issues. These are not considered in issuance of Common Access Card (CAC) or clearance. There were poor installation access control and building security procedures seen as contributing factors. The Attack and Defense Scenarios analyze two main issues. Hopatcong Borough Schools Administration Building in file photo Hopatcong Borough Schools has undertaken an aggressive review of current operational practices with an eye toward improving building security—and improvements are already underway and ongoing, according to a school district statement. The district’s goal, according to Superintendent of Schools Cynthia Randina, is to ensure greater scrutiny of all visitors, staffers and students entering and exiting Hopatcong school buildings. Several changes to the district’s security system are in place or in progress: Surveillance cameras are being placed in locations not adequately monitored. An access control system is being installed that automatically opens and locks doors on a schedule. It requires the use of access swipe cards by staff members. When a locked door is opened by an unauthorized person, the system registers as an alarm event on surveillance video. Wireless cameras are being planned to monitor the major athletic fields. All main school entrances will be modified to include real-time camera surveillance with intercoms and electronic buzzer entry systems. Randina said security planning will continue to be modified as needed based on suggestions from trained police officers as well as school security personnel.

Running: Security Tight For NYC Marathon
NEW YORK — With the New York City Marathon set to return Sunday after being sidelined last year by Superstorm Sandy, the specter of the Boston Marathon looms large. The New York City Police Department plans to beef up security along the 26.2-mile course, which winds through the city’s five boroughs. But the finish line has become perhaps the biggest worry after two homemade bombs detonated near the finish line in Boston, killing three people and injuring more than 260. “It will be tight,” police commissioner Raymond Kelly said recently when asked about the race’s finish area in Central Park. “It always is tight, but obviously we’re going to pay particular attention to that this year.” About 45,000 runners participate in the marathon. The NYPD bought 100 mobile security cameras in the wake of the Boston attack. Those will be positioned to keep an eye out for anything suspicious along the route in places where there are gaps in the sightline of permanent cameras, police said. Hundreds of police officers will be posted along the route; police helicopters will patrol the skies and police boats will keep watch from New York Harbor and the East River. The City has already installed a number of high-tech surveillance cameras at the municipal center. Following the numerous break-ins that occurred throughout the summer, action was taken to put in place some preventive measures. Even John Thomas, the chief at North Augusta Public Safety, had his unmarked Tahoe broken into. “What really spurred the decision was the number of break-ins we experienced in the Greeneway parking lots, where folks would park out in the remote areas and go walk,” Rick Meyer, director of North Augusta Parks, Recreation and Leisure Services, said. “Also in front of the activity center and Riverview Park. It comes in cycles – we’ll go six months and not have any; then we’ll have a rash of them. These folks are pretty good; they can break into your car, we’ve timed it on video, in 10 seconds or less.” Meyer noted that although there are some existing cameras in place, they do not have the coverage and capability of the new ones. The city signed a five-year contract — with three, two-year extensions — that calls for Xerox State & Local Solutions, Inc. to be paid $1,819 per month to manage and maintain each of the city’s 384 red-light cameras. That’s just 42 percent of the $4,300 monthly fee that Chicago was paying Arizona-based Redflex Traffic Solutions, the company forced out by the bribery scandal. The more favorable terms are expected to save taxpayers $10 million a year over the life of the contract, City Hall said. Mayoral spokesman Bill McCaffrey said the dramatic drop in prices stems from the “different technology” used by the two companies. Redflex had “loop detectors mounted in the street.” Xerox is using less costly radar technology, McCaffrey said. Xerox spokesman Carl Langsenkamp had no immediate comment on the contract finalized Friday. Bank of America Merrill Lynch in the UK has awarded security and outsourcing firm G4S a major contract to help protect its operations here. From December this year the three-year contract will see over 200 officers from G4S Secure Solutions protect six key sites for the bank, in a move that G4S says will form one of the company’s largest commercial UK contracts. Under the deal G4S staff will provide reception security, access control, patrolling, administration, CCTV operations and systems, intelligence and risk management at the six sites across the UK and Ireland, including its headquarters at King Edward Street, London. The UK deal will also see G4S provide “sophisticated technology-based security solutions”, said the bank, including handheld devices for G4S officers providing intelligence, reporting and monitoring. Other technology-enabled operations will include reporting procedures harmonised between the UK and the US, leading to a single global standard for the bank. The total value of the contract has not been disclosed. G4S already provides security solutions to over 3,000 Bank of America branches across the US and facilities across the world.
