Lakeport Police are asking for the public’s help in finding a man they say is responsible for a string of downtown burglaries committed last week. Jeffery William Stokes, 25, is sought in connection with break-ins at several Lakeport businesses. A second suspect, Kimberly Jo Harvey, 46, already is in custody. “It’s definitely a substantial case,” Lt. Jason Ferguson said Friday. Multiple items were stolen from each place, he said, declining to estimate the value of the items stolen. Harvey was arrested Jan. 9 on suspicion of burglary and possessing stolen property and burglary tools after police found her at a motel room that the hotel manager connected with a man matching Stokes’ description, police said. That man had been stealing coins from the motel’s laundry room, the manager told police. Video surveillance showed a man registering for a room under the name Stokes. The man’s appearance matched that of a man seen on video, along with a woman, on burglarizing a local dry cleaning business two days earlier, police said. An officer went to the room registered to Stokes. He was not there but police said the officer got verbal permission from a woman there, later identified as Harvey, to enter the motel room. The officer saw multiple items he believed to be stolen, including jewelry and blank checks. There also were bolt cutters and other devices considered to be burglary tools, police said. Fayetteville NC Police Urge Businesses To Use Video Surveillance

FAYETTEVILLE, N.C. – As a way to catch criminals and deter crime, the Fayetteville Police Department is working to improve surveillance cameras at businesses. Kari Ellis, the department’s specialist in video, is spreading the word about an initiative called "Video Done Right." On Thursday she presented information about the initiative to a group of business owners and managers who were interested in installing or improving surveillance systems. Ellis started the program to give businesses the "dos and don’ts" of setting up surveillance systems. It covers what cameras to use, where to place them and the settings that capture the best pictures. Ellis, or other crime prevention specialists with the same training, will even examine the current setup at a business and provide feedback. Ellis said she was inspired to start the program because she often needed to examine video at a place where a crime had occurred, but many times the video was poor quality because for any number of reasons. She said poor video isn’t very helpful, but good video makes a big difference for police. "When you put that evidence in front of a jury, what can they say? That’s you. A lot of times their mother will identify them. Their friends will rat them out. So yeah, video is really integral in solving crime," Ellis said. U.S.-Based Biometric Company Continues Patent Infringement Fight

The security industry is no stranger to patent litigation, especially when it comes to video surveillance. However, a ruling by a federal appeals court earlier this month could have an impact on the biometrics market and specifically on foreign manufacturers looking to import fingerprint scanners into the U.S. In 2010, Cross Match Technologies, a Florida-based manufacturer of biometric solutions, filed a complaint with the International Trade Commission alleging that South Korea-based manufacturer Suprema, Inc. and its reseller Mentalix, Inc. of Plano, Texas, had infringed upon three of the company’s patents. According to Kathryn Hutton, senior vice president and general counsel for Cross Match, these patents include: U.S. Patent No. 5,900,993 (“the ’993 patent”), which is a hardware patent that pertains to the optical configuration of their scanners, which use a series of lenses to generate the image on a fingerprint. The other two, U.S. Patent No. 7,203,344 (“the ’344 patent”) and U.S. Patent No. 7,277,562 (“the ’562 patent”) are software method patents that tell a user when a fingerprint image is good enough to be captured and processed. Hutton said this case started near the end of 2009 when the U.S. General Services Administration was looking into purchasing several hundred fingerprint scanners for the Census Bureau in an effort to check the backgrounds of the incoming plethora of census workers. Zwipe Offers Fingerprint-Authenticated RFID Access-Control Card

Norwegian startup Zwipe is marketing a new passive Near Field Communication (NFC) RFID access-control card that incorporates a fingerprint scanner to authenticate an individual before the card responds to an RFID reader. Initially, the company has signed contracts with two access-control technology distributors—one in the United States and the other in Europe—both of which have asked to remain unnamed. Commercial release of the card, known as Zwipe Access, follows two pilots in Oslo—one conducted at Telemark University College (TUC), and the other at law firm Simonsen Vogt Wiig —says Kim Kristian Humborstad, Zwipe’s CEO and cofounder. The card is also being tested by several other small Norwegian companies, he says. At Simonsen Vogt Wiig, the Zwipe technology is being used by the law firm’s Stanley Security Solutions NFC-based access-control system. At TUC, as well as for several other pilots, Zwipe is providing a Salto Systems X4 door controller with a built-in RFID reader that supports cards made with NXP Semiconductors ‘ Mifare DESFire EV1 chip. UMass Police Officers Sue Department And University Over Surveillance Equipment

NORTHAMPTON – Eighteen University of Massachusetts police officers have filed suits against the university, its police department and various school officials saying the use of surveillance equipment in the UMass police facility has violated their civil rights. The officers, who filed 18 separate complaints Friday, maintain that they were not informed that some of the surveillance equipment in the new facility, which went into use in March 2011, could monitor their personal conversations. The new suits follow one brought last year by UMass police officer Mark Shlosser on behalf of himself and his fellow officers. Shlosser maintained that at least 13 of the 42 video surveillance cameras installed in the new station are capable of recording conversations in various parts of the building, including private conversations between officers. The officers say they did not find out about this until January 2012. They contend that this violates the Massachusetts wiretap statute — which decrees that people must be informed when their conversations are being recorded — as well as their civil rights, and that it constitutes an invasion of their privacy. As a result of Shlosser’s suit, a Hampshire Superior Court judge issued a preliminary injunction last year barring UMass from recording private conversations in its police station. Israeli Education Ministry To Limit Use Of Security Cameras In Schools

Security camera Cameras will no longer be installed in kindergartens, and in schools they will be allowed in corridors and the schoolyard, but not in gyms or in classrooms. These are some of the new regulations to be issued by the Education Ministry. A ministry document also states that cameras cannot be used to replace on-duty teachers during recess. Moreover, in contrast to the current situation, local authorities will not be able to decide to install cameras in schools in their jurisdiction. Rather, the decision will be up to the principal and the teachers. The new regulations come after years in which more and more security cameras have been installed in hundreds of schools in dozens of cities and towns. The document, outlining the new rules, to be issued by the ministry director general, has not yet been published and is now being scrutinized by the Justice Ministry. However, the head of the Education Ministry’s Psychological Counseling Service, Hannah Shadmi, on Tuesday made the details public at a conference on child and family rights at Sha’arei Mishpat College in Hod Hasharon. GAINESVILLE, Ga. — Georgia Department of Natural Resources officials say body-mounted cameras for police officers in its law enforcement branch were a good investment. Officers like wearing the devices, called Vidmics, because they assure police an accurate depiction of interactions with citizens, Major Stephen Adams told the Gainesville Times. “It provides a good tool to reduce complaints from the public, to protect the officer and to protect the public,” Adams said. “There’s no recounting what happened — you watch the complaint.” The devices can guard the public from abusive police practices while protecting officers from false accusations, said staff attorney for the Georgia branch of the American Civil Liberties Union, Chad Brock. The ACLU supports the use of the devices with proper safeguards, he said. “There shouldn’t be a policy where the officer can selectively turn off the recording. We would want to get a full picture, in guarding against abusive processes,” Brock said. The department has about 150 Vidmics and officers aren’t required to tell citizens they’re talking to that they’re being recorded, Adams said. In accordance with state guidelines, he added that the Department of Natural Resources keeps the footage on file for five years. Local officials initially determined that he died from asphyxiation after getting trapped inside a gym mat, an argument his family has rejected.
