DA Trumpets Upgraded Security At Western Psych

Zappala Jr. touted the security improvements made at Western Psychiatric Institute & Clinic following a tour of the Oakland facility on Friday morning. “It’s outstanding,” Zappala said while standing outside the new main entrance on De Soto Street. “It’s really state of the art.” The redesigned lobby will open next week, UPMC spokeswoman Gloria Kreps said. Many of the upgrades are ones Zappala sought in the aftermath of a fatal shooting in the clinic on March 8, 2012. Former graduate student John Shick, 30, opened fire in the building, killing a worker and wounding five others before University of Pittsburgh police fatally shot him. Zappala’s office hired consulting firms J.P. Hudson & Associates and Condortech Services to review safety procedures in response to the incident. A Condortech report released in November 2012 recommended UPMC spend $2.1 million on security upgrades at Western Psych. Some of the improvements include: relocating and upgrading the main security command and operations center, installing all-in-one security card and fingerprint readers for staff and installing a new video surveillance system, among others. “The doors on the first floor lock down, so your movement is restricted,” Zappala said. “Shick could move through the entire first floor. Mindtree East campus is a large facility with over 1200 mindtree “’minds” walking in each day. The management was looking for an effective way to enhance their monitoring with respect to the safety of the entire premises and all visitors and staff. Total of 68 network cameras were deployed across 6 floors with an area of 107,000 sq ft. CONCERNS The implementation has brought a number of benefits. Apart from the cameras, the organization has also deployed its own Mindtree Manage Mind VMS and Video Analytics on standard off-the-shelf servers to address the below challenges: The head of security and senior security officers are constantly on the move and needed quick access to live video and recorded feeds. The head of security is located in a different campus located across the city. Entry to certain areas within the campus such as data centers, finance bay and hardware labs is highly restricted. Security officers need to be alerted as soon as anyone enters these areas. Security officers watching the video feeds from the control room wanted to be able to create incidents and assign them to specific security officers. Ensure that service entrances were not mis-used. For example, vehicle parking at service entrances is restricted to duration of loading/unloading of goods and equipment. Security officers wanted a quick mechanism to assess all security incidents that occurred during the day. Fifa World Cup 2014 will be held in Brazil in between June – July 2014 and the government has started preparations for this much awaited and world renowned event almost two months ago. Brazil is hosting Fifa World cup for the second time (Fifa was held in brazil for the first time in 1950) and will be the fifth country to have hosted the world twice after Mexico, France, Germany and Italy. Thirty two country football teams will be taking part in this event and will be playing in 12 cities located throughout Brazil. Meanwhile, Indigo Vision, a well known video security specialist has been awarded three major projects including the contract for Fifa 2014 in Brazil. To verify the identity of users passing through the gates, vb i-match 5 uses biometrics, including iris, fingerprint and facial recognition. The event was held at the Royal Society in central London and was opened by the commissioner Andrew Rennison who, after introducing the day’s speakers, called for delegates to help promote the Surveillance Camera Code of Practice to the CCTV industry. Borrowing a word from Lord Taylor of Holbeach, the Parliamentary Under Secretary of State for Criminal Information at the Home Office, Rennison asked people to go forth and “evangelise” the code. He said it was an approach that had worked during his six years as the Forensic Science Regulator, and it was on the back of this success that the Home Office had asked him to become the interim CCTV regulator (later to become the surveillance camera commissioner). Evangelising the code is necessary because, of course, the code is not mandatory and, as it only applies to systems owned by local authorities and the police, covers less than five per cent of CCTV systems in England and Wales. The premise of the exercise was that severe storms and rain in Salzburg and its surrounding area had caused landslides, buildings to collapse and flooding. This had also led to a number of train and boat disasters. In addition, there was a plane crash at the airport and chemical leaks at two nearby towns. National emergency response vehicles were deployed for many weeks. The Austrian Minister for the Interior and the Salzburg authorities then decided to deploy additional support from the international EU civil protection response system. In total, 900 emergency response units from seven different countries attended 22 different, hypothetical emergency incidents, over 3 days. The company responsible for Operation Taranis and its organization was Excon. They appointed LaBoe Security OG to provide remote viewing, transmission and monitoring of all the incidents and the responses. Despite the huge scale of the operation, each of the 22 incidents was monitored in real-time.
