The project was implemented by Tonga Police following funding from the Australian and New Zealand governments, with the completion certificate issued jointly by Australian Federal Police and New Zealand Police representatives. The CCTV system features Hikvision IP cameras and NVR’s with the main viewing console in Tonga Police Operations Centre and remote administration from Police Headquarters. Tonga Police had previously conducted a review of the Central Station watch-house to determine if there were any areas which could be improved upon. Recommendations included the need for a surveillance system. A contract was signed with Praesidia Alliance,Tonga, to suppy and install a CCTV system. The new system came online and extensive testing was then conducted. This system includes an advanced integrated security and CCTV networked system that captures the entire watch house. This facility now offers a safer environment for staff and prisoners. Policy and governance has been strengthened and training of staff in the new procedures commenced shortly after. Funding for this initiative was received from the Tonga Police Development Program (TPDP), which is a trilateral arrangement between Tonga Police, New Zealand Police and the Australian Federal Police which focuses on developing leadership and building an efficient and effective Policing service that has the trust and confidence of the community.

A Legal Victory For Drones Warrants A Fourth Amendment Discussion
A recent legal decision in North Dakota that used evidence against an American citizen using a drone – and gathered without a warrant – raises some interesting arguments about the Fourth Amendment in the 21 st century. Rodney Brossart was sentenced to three years in prison in January for a June 2011 incident involving police, a neighbor, and six cows. (In the end, he will serve three months in prison and three months at home. ) At some point, local police borrowed a drone used by the border patrol to take photographic evidence during a confrontation between Brossart, his family members and a police SWAT team. Brossart’s lawyer wanted the case thrown out because the drone surveillance was conducted without a warrant. The attorney, Bruce Quick, said in March 2012 that, “it’s bizarre to me they would be using military drones for that purpose. … I don’t think those things are intended to be used for that.” State prosecutor Douglas Manbeck countered the anti-drone argument, saying there is “no existing case law that bars their use in investigating crimes.” In July 2012, State District Judge Joel Medd allowed the drone evidence to stand, saying, “there was no improper use of an unmanned aerial vehicle.” Brossart and his sons threatened and fought officers at the scene, in an armed standoff that was witnessed by the drone as it was used to show live video to police. Seattle PD Is Matching Mug Shots With High Tech
City Councilman Bruce Harrell, during an interview with Crosscut writers and editors The Seattle Police Department has drafted a new policy to guide the use of facial recognition software. The department, which came under criticism over earlier efforts to introduce new surveillance technologies, took steps to get outside advice during the development of the policy on facial recognition software. The software would allow police to check images of suspects against a database with 350,000 mug shots from King County. Photos in the database would be of people who’ve been arrested, fingerprinted and booked in jail. The department would purchase the “booking photo comparison software” with pending funds from a Department of Homeland Security grant. While the technology might give pause to some privacy advocates, the American Civil Liberties Union has backed the policy because it narrowly limits the department’s use of the computer system and sets clear rules for oversight. Under the policy, the department can only use the software to identify “a person whom an officer reasonably suspects may be involved in criminal activity.” This means that cops cannot use the technology to identify witnesses, victims or other crime scene bystanders. If you’re an Oakland police officer, there are now three things you should not leave home without. Your badge, your gun and your trusty personal data recording device – more commonly called a vest camera. The most recently published report on the Oakland Police Department’s efforts to meet a set of decade-old, court-ordered reforms found the department slipped in making progress and noted that police officer use of vest cameras is still falling short. Independent monitor Robert Warshaw’s 16th quarterly report, which covered the period from July to September, said some officers failed to activate cameras at critical times while others went weeks without replacements waiting for broken cameras to be repaired. "In too many instances, there are questions about the measure to which personnel throughout the Department understand the use, review, and utility of these devices. During our early reviews of the (cameras) we found that officers often failed to activate their devices during interactions with subjects who were being arrested, and in incidents where force was used." Warshaw’s report also suggested that there was little oversight to ensure the cameras were used properly. Current department policy requires mandatory use of vest cameras by every officer who is issued one, said Interim Police Chief Sean Whent. Police would be able to tap into San Jose residents’ private video cameras under a new proposal that would expand investigators’ watchful eye over the city but already is raising big brother-type privacy concerns. Councilman Sam Liccardo’s proposal, unveiled Thursday and set to be discussed by a City Council committee next week, would allow property owners voluntarily to register their security cameras for a new San Jose Police Department database. Officers then would be able to access the footage quickly after a nearby crime has occurred. It is the latest effort designed to shore up public safety in a city that has seen its reputation as one of the safest big cities in America take a hit in recent years as crime rates have surged and officers have left in droves. The issue is taking center stage heading into the June primary to replace outgoing Mayor Chuck Reed as five local leaders jockey for position as tough-on-crime candidates. There’s no disputing the traffic stop in Detroit turned ugly fast with fists flying between a cop and the woman he pulled over. The woman and her family say the officer was way out of line and the police say he was doing his job. This all happened in the parking lot of a party store on 7 Mile Road – where security cameras watch everything. It all began Sunday afternoon with the officer ticketing the woman for no seatbelt, no registration, no license and expired plates. But as the stop appeared to be wrapping up, words are exchanged – and everything went sideways. When the officer tried to place the woman under arrest, she wouldn’t cooperate and he took her down. It’s what happens next that the woman, her family and witnesses say is way out of line. The officer pulled out his handcuffs, and, in the struggle, appears to hit her. Activists Now Want Houston PD To Install More Dashcams
HOUSTON – Some activist wants more Houston Police Department vehicles to have dashcams. Right now, according to a Houston Chronicle report, only five percent of HPD cars have dashcams. The Dallas Police Department has dashcams in 55 percent of its fleet. Some activists believe more cameras could keep more people safe. That’s why community leaders took to Houston City Hall Tuesday afternoon. But Ray Hunt with the Houston Police Officers Union says the lack of dashcams doesn’t hinder officers from doing their jobs. “Last night there was a shooting that was nowhere near the car, a dashcam would have done nothing at all to capture any information there,” he said. He went on to say that in most questionable cases, video is available from other sources. In the case of Chad Holley, the robbery suspect who was beaten by HPD officers, the video was not from a dashcam, but from nearby security cameras.
